下籤?

 [本 報 訊 ] 一 支 車 公 廟 下 籤 ， 為 港 人 揭 開 己 丑 牛 年 的 序 幕 。 昨 日 是 大 年 初 二 車 公 誕 ， 行 政 會 議 新 貴 、 新 界 鄉 議 局 主 席 劉 皇 發 按 傳 統 為 香 港 前 景 求 籤 。 發 叔 拿 籤 筒 搖 呀 搖 ， 跌 出 第 27 籤 下 籤 ， 解 曰 「 內 有 家 鬼 ， 求 財 不 遂 」 。 玄 學 家 解 釋 籤 文 預 示 官 員 不 濟 、 政 策 一 事 無 成 。 首 次 求 得 下 籤 的 發 叔 說 ： 「 車 公 好 靈 。 」 寄 語 港 人 要 團 結 和 諧 。 這 是 2003 年 後 ， 香 港 再 次 求 得 下 籤 。

This was the headline of the Apple Daily on the 3rd day of Chinese New Year (28th Jan 09), it stated that Mr Lau 求得下籤  for Hong Kong. 

With respect, I do not understand how Mr Lau could do this on behalf of all Hong Kong people. How did he know that we want to resort to a piece of 籤? I am a Christian, I am certainly not interested in what a 籤 dictates. Besides Mr Lau as a 新 界 鄉 議 局 主 席, is he authorised to 求籤 on behalf of us? Is it one of his job descriptions? If not, then Mr Lau please  confine yourself to your prescribed duties!

A contract will only be valid if the parties have authorities to enter into the contract and sign it subsequently, the same token, an act will only be valid if it is authorised, Mr Lau has no locus standi to 求籤 for us, therefore, it does not bind us at all, period.

Please Mr Lau refrain youself from performing such an act next year, it is not appreciated.
