For me, to put it more simply, structure consists of tannin, acid, alcohol, sugar and fruit extract. The more of these things you got in a wine, the more structure you have.
Balance is the relative intensity of the above components in a wine. One with lots of tannin and acid may have a solid structure, but if it lacks fruit, it will lack balance and may not age well.
